TM9-8014 sez to pull the engine/transmission as a "pack" and stab the trans with everything on the floor in front of your eyes. I have done it both ways and I assure you doing it like the TM says is way easier.
Chase the threads with a "hex die for thread repair" from McMaster. I do this 100% of the time now to clean paint and rust from the threads before disassembling wheels.

Post a pic of the yellow paint/primer. In your pictures, all I see is the usual faded WWII OD patina. These trucks take a while to restore. Only good thing about that is, you can buy a 7.50-20 tire every few months without killing the budget by buying them all at once.
For future reference, the M915/M916 series trucks (pictured) has the RIGHT pair of batteries connected in series with the LEFT pair of batteries. This is different from the FMTV trucks where the FRONT battery pair is connected in series with the BACK battery pair.

Your 12 volt dash voltmeter pegged out tells me your regulator crapped out. The headlights were never converted to 24 volt to the best of my knowledge.
Can you post a picture of your alternator? We will need to know what you have to assist with diagnosis. The stock set up is a Leece Neville 130 amp with piggyback transformer rectifier unit.
I'm never sure of anything in this hobby, but as far as 1000's of wo/w USMC deuces ALL having factory PTOs, I personally have not seen that to be the case. I hope to be corrected if I am wrong!
