The in-tank pump puts out 5-7psi, then the booster pump on the IP bumps that up to 60psi depending on rpm.

That one looks like a gas model. Honestly its hit or miss on them. It seems that if you wnat to buy them, they are pricey but if you want to sell them, there is not much interest. I'd look on egay to see if there is any listed, and sell it at a little lower price point if you want it to move.
I wouldn't mess with the timing just yet. First, I'd try increasing the fuel delivery rate. If the FDC isnt bypassed, I'd do that first, that essentially turns up your fuel.
Also, I suggest installing a pyrometer. That will tell you when you have too much fuel. Too much, and you'll end up...
Could be a bad booster pump on the injection pump. There is an in tank pump which you replaced that supplies up to 10psi, then when the fuel leaves the primary filter under the alt, it goes to the booster pump on the IP. It gets boosted up to 70psi at that pump.

I have a buddy thats (now retired) a mechanic. He has tried everything and mostly uses 50/50 atf-acetone. He said "Yeild" works great, but the atf mix is most economical.
