Looks like the best option for heavy truck parts in Giddings is Best Parts, 2267 Hwy 77 Giddings 979-542-1019. The nearest NAPA is in La Grange which is a ways off.

There are a few screws to remove the IP cover. You will see the solenoid under the cover. You need to verify that it plunges when 12 volts are applied to it. No movement, no engine start.
Put your test light on the pink wire and see if you are getting juice with the key on. If not, you have electrical issues (better than having IP issues). The solenoid inside the IP should make a click when you put power to it.

One way to find the drain is to first verify there really is a drain (tiny spark when you touch the terminal to the post), then systematically disconnect circuits and check for the spark each time. I bet your "original reconditioned batteries" (6TLMF?) are shot.
Yup, you can spend all day in the pasture trying to get something like that ready to flat tow on the highway. You can always tell how long something has been sitting from how far the tires are sunk into the ground. Does it have the big winch in the bed? I think this is another of the phone...
Good luck finding a museum that wants it. Problem is, with display space at a premium, most museums do not want prototypes that did not enter development. The only story the trailer tells is what cool things were under development in the trailer dept at TACOM in the late 50's.
