Very rarely will you buy on GL for less than scrap value. The same outfits that bid on the scrap contracts at the bases are blanket bidding on this stuff. It is very predictable where they will stop bidding, based on the wholesale value of steel scrap plus some transporation cost.

Great! The 395's are a very modern tire and you will appreciate them over anything else. All you need now are some "MRAP wheel adapters", being sold here (search), and you won't even have to dismount the tire, and keep the runflat capability.
Again, overhaul the air pack and throw the J-B welded part in the trash. It can be corroded, especially if you are using DOT 3 regular brake fluid. Your dad may not be able to express it, but riding in that parade in the truck you fixed must have made him happy and proud as can be!
