The wires from the temp sensor go to the card. The yellow wire and the black next to it should be the wire to the sensor, according to the manual.
If the sensor fails open, the glow plugs will operate even when the engine is warm. If it fails closed, they will never operate.
If you jump the relay and it is cycling, you are bypassing the controller system altogether and there is nothing to prevent the glow plugs from operating, except a bad resistor pack. Check the voltage there (unless you are already pulling the voltage from the 12V junction).
