If you are getting greasy white smoke then you have fuel but not enough heat to create fire. Basically anything below 156° inside the cylinder is too cold for a diesel.
The fast idle and cold start advance both have a green wire connecting to them. The pink wire as pointed out above is what turns the fuel on or off.

Put a light layer of grease on the starter and put into position. Then see where it is contacting the bell housing by what transfers. Lightly grinding the greasy spot might get you the clearance you need.
