Remember that there is a voltage drop only when there is a current flow. if you disconnect one side there will not be a flow and the voltage will be the same on both ends. if you disconnect one end then you can measure resistance (OHMS). I do not know what the resistance should be.

The unit is made by Herman Nelson. I brought it home yesterday and spent today cleaning out the mouse houses. The engine is free and takes a 2244 spark plug. I am soaking it in marvel mystery oil for a few days. I will attempt to start it next week. Any manual help would be appreciated.

This is not a True Military standard M-151. It maybe an later heavy metal unit shaped like a M-151, that used the running gear from a Mil spec M151. Key indicators for me is the missing arc where your feet would go entering and exit the jeep. Also square corner on the front fenders.
