They absolutely do not all have 24 volt starters. As I said, I've owned 4 (currently 3), worked on others. Not a single 24v starter to be had. Definitely original starters on mine.

Then they are not true CUCV II's. End of discussion.

Well, They are a CUCV II.
Made in Mexico with gas engine. Maybe that is why you have a 12 volt starter system.

Do they have a "slave cable adapter on the front grille ?
Are you able to "slave another 24 volt (Military) vehicle ?

Yes to both. The 24v system is for jumping other MVs and for 24v accessories like radios, etc.

I know of a local 1998 CUCVII tahoe and 1998 CUCVII pickup that are both factory diesel, and wired the exact same as mine with 12v starting system from the factory.

Interesting, All 5 of my CUCV II are Diesel, 6.5L turbos and all have the 24 volt starter.
