In VN, a lot of our trucks had tank cap locks, kept the little rat bast-ards from droping a garnade wraped in a rubber band in, the rubber band let go in a bit , bang

The one about brazing the tank with fuel inside

The one about dropping a GRENADE in the fuel filler?????

Thay would lift the cap, pull up the filter, drop in the grenade, after a while the rubber band rotted, bang

Yes simple idea and you could weld the nut on the bolt this woudl make it difficult to remove.
But I like your disclaimer take off the strap it does not look like you did the bolt on the strap is not removed any way it does not look like it.

I was thinking about drilling a hole in one of the tabs on the fuel tank cap, then padlocking a chain to it which would be bolted directly to the frame behind the fuel tank. The chain would be tight so that once the lock was on the cap couldn't be turned.
