GL Trouble

Hello Chuck et al,

Here's how it's been explained to me: once a customer receives their EUC clearance, then they can make arrangements to pick up the vehicle. Once the vehicle has been picked up, the customer can submit a request for a title.

The date the titling request form is received is the start of the clock basically, and if it takes longer than 30 days to process, which is an average turnaround time for titling paperwork from car dealerships for example, then we will waive the $60 fee. At some point in the future, once customers are receiving their paperwork within an appropriate time frame, we will reinstate the fee.

It covers the purchase and upkeep of special printers used to create the titles as well as shipping charges incurred while shuttling the paperwork to and from our government partner and to customers. There are no document preparation or processing fees, like you may find at a dealership, added onto this amount.

Quick question, where is GL now (turn around time) as far as SF97 processing goes?, I have 7 that are over 30 days now.....

So GL has to make the SF-97 now? I thought the government had them already and just passed them on to GL when the trucks got transferred over?

My used car experience - they could not sell me a car/vehicle unless they had the title in hand, the only turn around time was for the DMV to issue plates/registration not the title!

How can GL sell vehicles they do not have a title/SF-97 for?

I've called and chatted, nothing other than "we have them".......at least they have them.......

The titling dept just told me that they're currently processing paperwork that was received mid January.

We do create the SF97s. A while back, we talked to our government partner and offered to take on more responsibility in the process because it was getting harder for our buyers to title their vehicles. Many of our customers were receiving inaccurate or incomplete paperwork [which I'm sure made their visits to the DMV oh so enjoyable].

I understand completely that it's frustrating to have to wait for your paperwork. I hope that the current plan to waive the fees is helpful.

Hate to be a PITA Robyn, what is the current time to process the mid January paperwork?, when will those customers receive the paperwork? New Mexico is going to charge me late fees due to more than 30 days elapsing since I took delivery of the vehicles.

I have 2 that are over 70 days.

I have just bought my first truck and trailer as well and I’m hoping for the best with the SF97. I have a concern about the monopoly run shipping of other goods from GL. Problems with Fast Track shipping. On the sites that I use Fast Track is the only one listed or it’s the only one that answered an email request for a rate. Makes me wonder if the other company is real or not. I received a price from Fast Track of almost 300.00 to ship a lot to me. I did a price quote from UPS and it was only 50.00 to ship. I asked to Fast Track about the price difference and they told me it was packing. The items were already in to boxes. I sent in another request and now I get no response at all. So now I have no shipping options at all. Is there something GL can do to improve the way other none MV shipments are handled?

Question: Is the SF-97 in my name or GL's name. If it's in GL name why don't they have it in hand when they collect the money or at least request it at the time the EUC is submitted? Why wait when I suspect most states require sellers of vehicles to provide a title at time of sale.

Next question: Why not charge the $60 when you produce the 97. Will credit card be charged like the form says. Where can I get this in writing, you know like the way you guys slide these terms in the agreement page. If I saw this writen somewhere I might believe it. Should I just not sign the request form and therefor not agree to pay the $60. Come on, take a leap of faith.

WOW. I have had some pretty complex stuff copied and I have even sent several patent applications overnight to the USPTO and they where no where near $60. I don't mean any disrespect but I don't buy any of this. I have been buying from GL for almost 5 years now and I know the game. You guys don't hire enough staff to do the job right because you don't have too. Where else are we going to go. Just more money for the owners. I'm a business owner too. But if I don't go the job right, my customers will go someplace else.

As someone who bought vehicles from DRMO before GLs time, I can answer the question as to why we don't get the SF97 at the point of sale. DRMO had a high error rate in filling out the form. They are counting on us, the end user to do what it takes to get the information right to fill it out even if it means sanding the paint off of the frame rail to get the VIN number. Sometimes it takes a bit of detective work to figer out what some of the info is. My first M35 came with a SF97 from DRMO that said year of manufacture was unknown. My DMV refused to take it and I ended up getting a title bond.

It is one of those cases that if you want the job done right you had better do it yourself. I to have a hard time believing that it cost $60 to transfer the info after we have done all of the hard work.

Joe.. .keep in mind when yoru 97 does arrive to you, I believe it arrives via fedex. thats like $15 alone right there....

I am quoting from memory, its been over a year for me now... but I was pretty sure it was fedex. they might have changed it.

Answer this question dear GL rep:

Has anyone done due dilegence (sp?) on the legal side of selling vehicles in the U.S. without a title/SF-97?

I am 99% certain in most states its not legal.

Mine came via FedEx. Robyn, What about the people at the GL offices on base that aren't the most helpful and friendly people? There was a guy at Brastow that was very helpful. The new guy wouldn't even let myself and the guy who was with me preview the trucks he was interested in when I picked up some stuff. It was like he was doing me a favor by letting me pick up what I had purchaced. I don't mean he was snotty toward us, he just came back with short, one or two word answers and liked the word no.

That would be Dave Skopenheimer, yes I know its mispelled, He's a PITA. Yeah, he wouldn't let you preview, but while I was there picking up my blazer there was a guy walking around the lot unescorted with a cell phone telling whomever was on the other end Lot numbers and how much to bid on said lot.....So take that for whatever its worth, but the dealings I've had with "Dave" have all been less than desireable as far as customer service goes. Just my personal observation, but I think he caters to the large surplus buyers and could care less about the people who buy 1 or 2 vehicles.......

Didn't he tell you "things disappear"?

I can't speculate on how long it will be before the titling paperwork currently in the pipeline will be mailed out. Like I said before, our Titling Department is processing paperwork that was received mid January. I can tell you that they hired additional help though.

As stated previously, there are costs involved to process the paperwork. As I understand it, anytime/ anywhere that you request/ require titling paperwork, there will be a fee of some kind. The $60 is a figure that was deemed appropriate when our costs were considered. And currently, that fee is being waived to increase turn around time of the titling paperwork.

As for the process itself, there are buyers who don't need/ want titles, so a completed title request form let's us know that you want one. I'm not a lawyer so I have no idea what is legal or illegal, but we do issue titles. In fact, if you think you may sell the vehicle one day, please do request the paperwork when you purchase it so you’ll be prepared.

Please also note that titles are US Government controlled documents. We have a large buyer base and there are times when EUCs don’t clear or customers don’t complete the payment or they fail to pick up. Titling paperwork will be released to the actual/ cleared buyer of the vehicle.

Just in case there's a miscommunication that goes even deeper than that: we have a department that processes SF97s and that’s all they do. We have people dedicated to this task alone. I'm stating the obvious just in case. I can hear forms being printed while I've been typing this. [Actually, the printer is obnoxiously loud so it's good news for your ears but not so much for mine. :wink: ]

To all: Let me know of any similar situations, i.e. where you’re attempting to arrange shipping and have trouble initiating arrangements with the shippers we suggested on our website. The list of shippers provided is just a starting point for our buyers - you're fee to use the shipper of your choice. We can't control their rates or their service but I'd like to know if you're having trouble making arrangements.
