I bought a crimping tool a while back when I was making up ham radio antennas. Spool of stainless wire and ferrules has gotten use elsewhere - to make new retention wires for the "fold-down" window pins, brush guard pins, etc.Mine also had a safety pin on the bottom on the rest bracket. Home depot sells the wire. I ordered ferules on epay cheap. I used a redneck press- sledge hammer.
I think you have it right as extra insurance. I don't think it can move much anyway. I had a oh duh moment the first time I went to open the tailgate a few weeks after install and started ratcheting without removing the pin. Lets say the ratchet is stronger than the pin. I just thought my ratchet was stiff and not lubed all the way and I preztled the pin. Cut if off and beat it out. What I DON'T have is the little bump on the bottom of the tire carrier. Someone didn't follow the directions, it seems, and it's broken off. I didn't know what the roughly welded bits were for until I printed out the manual. I could probably have a bit welded on, or come up with some other arrangement.
What, exactly, is it(Main Arm Safety Pin) supposed to do? Add a little extra insurance the tire won't bounce up and off the retention bracket and swing out to damage lesser vehicles on the right?
I'll need to measure the piece when I see one, mill one up and take it and the carrier to a local welder.

I watched this happen in-person. A local was showing me his HMMWV and I asked him how the ratcheting mechanism worked. It was going very well, then suddenly wasn't...and we tried a little harder. ...then we both felt real bad when we realized that the retaining pin was now a really neat s-shape and we couldn't bend it back to remove it. I told him I could run and get a cutoff wheel, and he told me no need...I think you have it right as extra insurance. I don't think it can move much anyway. And that MOD required knocking the bottom piece off?That could be it. The pintle extension. I remember reading something here or on G503 on that, I think from Greg 86Humv that to use a pintle extension with tire carrier required a MOD.
