You might need to change the lift pump. If I remember correctly it has a small valve to hold full pressure so its not so hard to start.
My dad has an 83 GMC that has a 350 SBC and a edelbroc carb he said that if you pump the throttle a couple times it makes it spray fuel down its throat for easier starts. The only reason this works is because of that little valve in the lift pump and from what I've read the pumps are the same. Its possible I'm wrong so don't shoot me if I am.

There is no valve in the pump like that.
What you are describing is a accelerator pump that is inside of the carburetor.
A diesel engine does not have a carburetor or an accelerator pump.
Ok so... My plan of attack should be:A diesel will start with fluid assist IF you have disabled the GP's or heating grid. A diesel should not be started with fluid if they are not working because you may get a single GP that glows and puts a hole in the block.
Fuel system stays primed with check valves which exist typically in the filter, pump, or IP.
-replace all rubber fuel lines
My money is on one of those. If you're losing prime or getting air bubbles in your fuel lines, it's going to be tough to start. But lay off the starter fluid either way. You're flirtin' with disaster. There's usually a sticker on your air filter cover that tells you as much.-replace lift pump (OEM AC Delco can be had for around $30 on RockAuto, just cheap insurance)

this is what it looks like.That is the glow plug resistor. It's possible it has been bypassed, is there a wire running from the relay to the 12v buss bar on the firewall?

If your truck lacks in the maintenance department or you/previous owner have not tackled it yet I personally would:
-replace all GP's with AC Delco 60's
-bypass resistor and remove
-confirm system cycles correctly according to temperature
-replace all rubber fuel lines
-install a spin on unless your box filter is in absolute perfect condition
-replace lift pump (OEM AC Delco can be had for around $30 on RockAuto, just cheap insurance)
You should be good to go as long as your IP is in decent shape and your starting/charging system functions correctly.

Look up the part number for the GM diesel fuel(lift) pump and use it to find a new one/
