I did take out all those screws but I can't get the panels to budge. All the controls and stuff are holding it in.The bolts that hold the cabin heater in place are accessed from outside. Remove the grill and you'll see them above the radiator on the cabin floor. To remove the cabin heater you have to dismount the parking brake manifold and knobs, and disconnect the water lines, too. Power runs from the power panel to the back of the heater box.
Removing all the screws, bolts and knobs from the interior cabin facing side does allow you to remove the panels granting access inside the cabin heater box to work on the lights and fan switch.
