Louisiana State Residents please read attachment and React accordingly. Now it is the time to make your voice known and your actions into emails and phone calls.

Please be aware of the following proposed senate Bill # 549 by Senator Hewitt who is the vice chairman of the Louisiana Standing Committee of Transportation, Highways and Public Works.

This is a long bill and covers many areas. Some of it is unfortunately restrictive in prohibiting most interstate travel, mileage and allowed usage.

Please read and LA residents please contact the following senators on the committee for you input. Senator Sharon Hewitt is the author. Make sure she is number one on your list and copy all other members. Make sure you give your name and address so they know you are State of LA residents!

It also creates a specialty plate and covers all Military Tactical Vehicles legality for registration with equipment requirements.

It looks like a cut n paste to me from other states with mileage and usage restrictions and not much original language.

This bill needs to go back to the drawing board. My vehicle was designed for on road use. This bill is under the assumption that they were all designed for off-road use and limits it all severely.

Let the senators know. It is in committee and possibly will get on schedule next week.

We need La MV owners to call and email the senators on the transportation committee.

it is undergoing review by the SEMA legislative team. Accordingly, we plan to notify SEMA Action Network (SAN) members in the state very soon. In the meantime, any movement will continue to monitored and updates provided as necessary.

When you meet with Senator Hewitt could you ask why she wants the bill? Why would she think MV's on the road would be a problem? And if it's ok for LEO's to operate them on the road, then why not any one else? I'm not trying to be argumentative I'm just truing to understand her thinking. Could you please post her response also?

Looks to me like she sent a directive to DMV to revoke titles and registration without any legal basis to do so.

Then she offers this bill to allow for title and registration with severe limitations.

It looks like the goal was to coerce support from current owners for the limited registration - "well, this is better than not being able to drive it on the road at all."

Not my idea of ethical behavior. Maybe I'm missing something.

But there is a whole lot more to the story and I will keep to a few facts and set the the ranting aside.

Several of us here in Wisconsin have spent the last two years trying to keep the DOT from outlawing the use of Historic Military Vehicles from Wisconsin Highways. The DOT holds that these vehicles are "Non Conforming" with the National Highway Transportation Safety Act (NHTSA) of 1966. And they are correct. They have the law on their side. And the issue is one of public safety.

The State of Wisconsin has done a horrible job of not following their own laws and have been very inconsistant in the registration of former military vehicles.
With the huge increase in the use of all sorts of Go Carts, Hot Rod Golf Carts, Imported Japanese Mini Trucks, European race Cars and yes motorized bar stools, the state has determined to enforce the existing laws and keep these non standard vehicles off the highway. Former military vehicles fall in the same pile.

If we do not work thru the legislature to create an exemption for our HMV's the DOT will have us at "no use" at all on public roads.
Right. Except that Go Carts, "Hot Rod" Golf Carts, Japanese Mini (Kei) Trucks, Race Cars and Motorized Bar Stools were already prohibited at that time, either by Wis. Statute, Code, or simply by lack of titles.

After reading the other states Bills (Virginia and OHIO) it looks to me that Hewitt took almost the exact info off of the Virginia Bill basically copied and pasted,, but left out the specific definition of the (Military Surplus motor vehicle) as defining it as a HMMWV part in the Virginia Bill, I kinda think she was maybe trying to make a bill to make the HMMWV road legal sort of from the off road use only SF97, but didn't understand the differences between the trucks 5 ton dueces etc., that were issued regular SF97's and the ones that were issued OFF ROAD USE ONLY TITLES (SF 97'S). I am not gonna discuss the differences and what should be and not, I personally think they are all the same as for legality and HMMWV's should be able to be legal but that goes into the whole AM general contract thingy!, I am simply reading exactly what was issued by the government, I do not know when she wrote the bill she KNEW she is lumping everything together. With that said I have contacted a few people and have a friend talking to The Chairman (Page Cortez) in which Senator Hewitt is the vice Chairman and Blake Miguezs who is a Representative who owns a few Military Trucks they are in session this week and the word has been forwarded. At this point I hope and pray that this clears up.

I agree on the start over but i believe they will need guidance and education on what we the people are trying to accomplish! We as a whole community of collectors/users need to help educate the politicians.
