M1031 Starting issue

Good afternoon, I am trying to troubleshoot a starting issue with a M1031. I have 23.2 volts at the glow plug relay and on the purple wire of the Doghead Relay with the key off. When I turn the key on, I get lights. After the Wait light goes out, I turn the key to start position and the Doghead relay clicks fast, but the starter does not turn over. Where should I look next? Thanks for the assistance.

Sounds like a dead battery or dead batteries. 23.2 volts before starting sounds low.
Check the voltage on each battery when trying to start the truck. One or both are low.
