@Ray70 I agree with you. What I was trying to suggest is that having the fuel shutoff in some position other than off/on might impact governor behavior.

There is a pipe plug in the front housing of the engine. The end of the fuel rack is just under that plug with the levers and springs that do the governing. I would pull that plug and if you have a scope, look in there to see if everything is in place per the TM.

My money is on something wrong with the spring tension on the rack.

Then lets make the L5 right and see what happens. I do remember at least twice when this linkage was "Hard wired", that it prevented the governor from working right. I cant remember how, its been 21 years since i saw it.
The long slot that the shouldered screw runs through is there for a reason. The way it is now, the reason is not functioning.

I did replace the L5 shortly after purchasing the generator. The extra bolt in there is being used as a stopper of sorts. When I replaced the L5 I remember thinking that didn't look factory to me, but I put it back the way it was not knowing better. I'll address that in the next day or two, and get back to you all. Appreciate you all taking the time to help with this.

Once you get the linage sorted out, if the issue remains, refer back to post #8
I still think you should verify the governor droop setting before you go any further.
Start by checking the easy stuff, then if that fails, go in deeper!

I realize that it's been about 7 months since leaving this discussion where it was, if you guys wouldn't mind continuing to discuss the issues that I'm still having I would sure appreciate any help. So I sorted out the linkage, even ordered the little plastic knob that was supposed to be there and installed it. I made sure it was adjusted to spec as @Guyfang pointed out in #17. As @Ray70 suggested I attempted to adjust the droop. The TMs were pretty vague on the droop adjustment. First I turned it counterclockwise on full turn thinking that might make it less sensitive as Ray suggested (#8 ). That didn't seem to help so I tried putting it back to its original setting and then turned it clockwise one full turn, with similar results. I wasn't sure how much, or in truth which direction I needed to adjust it. Like I said the TM that I looked at was pretty vague. I did turn the L5 counterclockwise until it was just about at the point where it would kill the fuel and that stopped it from hunting and it ran smoothly even after it (L5) slowly returned to its default position while the machine is running. After that I connected a load (about 7kw) and it continued to run smoothly. I let it run like that for about 10 minutes and opened the contactor. It immediately started hunting again. Not really sure where to go from here. Any advice would be greatly appreciated.

I assume you mean you replaced K5, the fuel shut off solenoid?
If so, take that completely out of the equation, its only function is to press down on the throttle linkage when not energized to shut the engine off.
You only adjust it to make it press the IP linkage all the way down when off.
When running it should be up and out of the way. It sounds like you had it touching the linkage, holding it steady to stop the hunting.
That is not going to work!
Where is you governor spring on the star wheel adjuster now? It should be between 3 and 4 turns up from the bottom of the thread.
Page 107 and 109 in the -34 TM should help explain the linkage adjustment.
If the engine bogs under a load you want to lower the spring a little closer to the bottom.
If it hunts when a load is suddenly dropped you want to raise the spring up a little bit.
Before trying to adjust the droop again, make sure the linkage is adjusted per pg. 109. A bent or out of adjustment linkage will drive you crazy trying to adjust!
