@Ray70 I agree with you. What I was trying to suggest is that having the fuel shutoff in some position other than off/on might impact governor behavior.

There is a pipe plug in the front housing of the engine. The end of the fuel rack is just under that plug with the levers and springs that do the governing. I would pull that plug and if you have a scope, look in there to see if everything is in place per the TM.

My money is on something wrong with the spring tension on the rack.

Then lets make the L5 right and see what happens. I do remember at least twice when this linkage was "Hard wired", that it prevented the governor from working right. I cant remember how, its been 21 years since i saw it.
The long slot that the shouldered screw runs through is there for a reason. The way it is now, the reason is not functioning.

I did replace the L5 shortly after purchasing the generator. The extra bolt in there is being used as a stopper of sorts. When I replaced the L5 I remember thinking that didn't look factory to me, but I put it back the way it was not knowing better. I'll address that in the next day or two, and get back to you all. Appreciate you all taking the time to help with this.

Once you get the linage sorted out, if the issue remains, refer back to post #8
I still think you should verify the governor droop setting before you go any further.
Start by checking the easy stuff, then if that fails, go in deeper!
