All the relays in the row are all the same EXCEPT the far left thing that looks like a relay

It appears this is in order. Just noticed s10 in normal has no voltage dead crank works 25 volts to offHere is a picture of the relays with their reference designations and function

k16 does nothingYou indicated that the fuel pump runs with S1 in Prime/Run so S10 is not the issue.
Do this with Dead Crank in NORMAL, Emergency Off Button Pulled Out and Battle Short OFF
Open the panel and with a flashlight watch K16 as you move S1 from OFF to Prime/Run. When you move S1 to that position do you see the K16 relay pull in?
K16 is the only relay that should pull in with S1 in Prime/Run and not running.
k12 does not appear to moveWe're getting closer.
K16 has to pull in for the starter circuit to be enabled. Since it's not pulling the starter isn't going to work.
Does K12 pull in with S1 in Prime/Run?
taking the top off nowOK, need to determine why K16 isn't pulling in when it should.
Here is the numbering of the terminals on the individual relay sockets. It shows K16 but it's the same for all of the sockets.
Terminals 4,5 & 6 are closest to the front panel on the lower row of the socket.
Terminals 7,8,9 are farthest from the front panel on the lower row of the socket.

With S1 in Prime/Run measure the DC voltage at K16-A and K16-B.
Both of those terminals are just behind the relay. Hopefully you have the top off of the control cube to see what you are doing.
K16-A should be ~24 volts DC and K16-B should be ~0-1 volts DC.
got the top off no volts at at a or bOK, need to determine why K16 isn't pulling in when it should.

yes and yes i have a fluke t5-600 volt ome amp meter auto ac dc i get 24 volts after shut downI assume you heard the fuel pump running when you did those measurements?
An I assume your meters negative lead was connected to a ground point.
