I can see that.I have an ex-police unit installed in F350 where the speaker can't be seen. It was left in a police unit sold at the city auction. I NEVER use the siren (has 3 or 4 different sounds) outside parades etc., but I use the horn function frequently.
By those regulations, you could probably say that all the guys with big sets of train horns are in violation as well....snip...

It's personal preference for sure. Aside from emergency/volunteer vehicles, it's purely a show-off thing. Bigger this, brighter that, louder sound.
I think it'd be cool in a parade setting, but other than that it would probably just take up space and go unused
