T/C lock light wire cut

I was checking some stuff today on the M1123 while waiting on my SF97 and noticed the TC light wire #57 is cut. I was reading on another thread that this wire is ground, do i just connect the cut end to the ground? I can't find the electrical schematics for this connection.
I searched all under the truck, followed the wires to the T case , transmission and all the wiring harness and could not find anything cut off

#57 is instrument panel ground, so if it is coming from the light it should be grounded, but look around first and make sure the other end is not lurking about.

I have checked around and nothing lose or cut that indicates where it was attached.
Something else that caught my attention , aren't thses trucks supposed to only start on neautral and don't start on Park?

Stock three speeds have no park gear. Four speeds have park and will start in park.
Probably that is why my confusion comes to play. For some reason i thought or read the the truck must be on neutral to start. I missed both thought.
