Trying to get CTIS to power up.

No, the head unit does not power up. The manifold seems to be fine as far as I can tell because all of the tires hold air, and do not "dump" pressure at all. Also, we are getting 24v power to the head unit and there is appropriate power coming from the dimmer wire as well.

The tires holding air don't indicate a working manifold. You can remove the manifold from the vehicle and the tires should stay up. When the manifold activates it sends a puff of pressure to each axle to find out what pressure is in the axle, other than that the manifold and piping is at room pressure most of the time.

By head unit do you mean the manifold or the controller. The unit on the dash uses 12 volts. It gets its power from the manifold down below on pin 9 IIRC. The manifold converts it from 24v to a more usable 12v. Dont know if this helps. So does wire 27 of the manifold have power?
