Sure enough that wheel needs to be scrapped! (some of the holes are so big that the lug nuts will bottom out long before tightening the wheel)
I think you should be able to find a good-used (paired) 24-bolt wheel, for a reasonable price.
If not, and being just for a spare, I would use a 12-bolt...
To me that seems to be an oil for hydraulics and not so much for mechanical transmissions.
For your part of the world (and climate) any known brand SAE 80W-90 mineral gear oil will work fine. And don't worry so much about your "yellow metals"...
Please keep in mind that we are talking about the Deuce's sprag T-cases (model T-136-21). These don't have an air cylinder; both sprag clutches are shifted mechanically, 100%.

If you only wanted to install a new HB I may be able to get you the thickness of the spacer needed.
One possible alternative which has worked well for me: 6.5L balancers + 6.5L timing crank sprockets are cheap and readily available. Or use the balancer alone and have a spacer made to fill the gap.
