Keep revving it and it should shift around 3000 rpm, if it doesn't your looking at the governor or valve body. If it does check for vacuum at the modulator and the valve on the side of the injection pump.
A brake controller is not that expensive, I got mine used for $10 off craigs list. Even new time delay ones are only like $60. To hook them up its 4 wires, bat, ground, brake light, and the connection to the plug. They definitely are a lot better then surge or no brakes.
Not unless your heads and manifold don't mate properly they do make them but aren't necessary.

Most I've every got is 6 and that was up hill at 1150. It is usualy around 5 at full throttle. The 1009's gears makes it hard for it to spin up the turbo since the motor is only going about 2300 at 65.
Run a rubber line from the trans vent up to the cowl area because that is your lowest vent followed by the axles. After that your probably good to the power steering pump level and deeper depending on how well that cap seals.
