Try checking the ground path. You probably have some corrosion interfering with the return path of these lights. Try a jumper wire for a temporary check.

One of the clutch packs in the TH400 is engaged in both High gear and Reverse, so I wouldn't be surprised if you needed an overhaul. Clean, unburned fluid usually is a good sign, but sometimes it just means that someone changed the oil to try to solve a major problem - unsuccessfully.
If you need to remove fluid via the dipstick, a boat mechanic will have the pump setup you need. I think I would just drop the pan though to check for debris or contamination if I didn't know how it got overfull. (Might have water in it)

Each injector should have a hard line from the injector pump and two rubber hoses. The rearmost injector on each bank will have one hose and a rubber cap. From the picture it appears as if you have one or more of the rubber return lines missing.
