Also, please note there are two regulators involved in the 016s. The VR is generally the regulator for the gen head. The other is a 24V DC reg for running the pumps and solenoids and such. The VR is worth $100 or more in new condition. The other, probably not nearly as much.

If you get 24V at the pump and the pump isn't moving fuel then the pump is bad. You may be able to switch the main and aux pumps and get it to work. If no 24V at the pump then maybe something else is wrong. If it ran for a while and then stopped you may have to bleed the fuel system once...
