It's pretty simple. It needs fuel and air to run. If you provide both and start it, it will continue to run until it breaks or until fuel or air is shut off.
If you have bad fuel or if any of the 3 pumps isn't working of if the tank float is down or bad of if the fuel solenoid is bad or off...
Get fuel to the red arrow. Then, loosen the fitting at the green arrow 1/2 turn and turn over, looking for spurt spurt sprut.

My 016D had a very small gauge wire feeding the convenience outlet, like 18-20. I've run drills and grinders and such from it but you won't get a lot of power from it for very long. It was wired to one of the two fuses. The other fuse was not connected to anything.

Also, please note there are two regulators involved in the 016s. The VR is generally the regulator for the gen head. The other is a 24V DC reg for running the pumps and solenoids and such.
The VR is worth $100 or more in new condition. The other, probably not nearly as much.
If you get 24V at the pump and the pump isn't moving fuel then the pump is bad. You may be able to switch the main and aux pumps and get it to work. If no 24V at the pump then maybe something else is wrong.
If it ran for a while and then stopped you may have to bleed the fuel system once...
Have a look at the schematic and see what else might keep the solenoid from doing what you want it to do.
Probably the low fuel shutdown circuit. Stick your arm in the tank and hold the float up. If it runs then look into the low fuel shutoff.
Surging and such caused by running out of fuel...
