My problems have always been in getting SF97/titles. I have had 3 times the paperwork had incorrect S/Ns on them and the wait times for the paperwork is a it rediculess. I waited almost 3 months for an SF97 on my last truck and am now waiting for one on an M146 trailer.

The 15W40 is what you want in a diesel. It will take 1.1 quarts. I don't think there is an oil filter but there is an air filter which is probably fine at 12 hours.

What ones are you looking at? 20" or 21"? I have seen the 3 piece split rim style in 20" but they are rare and the 21" will make finding good used rubber very difficult. The best bet for you is the HEMTT 20" combat wheels as they are plentiful.
