Mine doesn't need any pedal unless it is 20 degrees, then maybe about 1/2 all the way down to 2 degrees.

My GEN 2 light was doing that so I checked voltage output and batteries, turned out when I reved engine the belt would jump. I put a new belt on it problem solved. The old belt wouldn't stay tight, I guess it was stretching.

It fired up at 8 degrees fairly quick. It is suppose to 2 degrees tommorrow so I will keep my fingers crossed.

Mine come with my M1009 and the starter was messed up, so I unhooked the batteries then went to unhook the starter wires and got a jolt, mine don't squeal, so I would say no.
