Which TM did you look in? The -24 manuals are the Unit, Direct Support and General Support Maintenance manual for the M939 trucks.
TM 9-2320-272-24-2 has the answer in the Tire and wheel maintenance section on page 3-634 (page 28 of the PDF). It says 210-240 lb-ft. That sounds a bit low to me...

Well, yes, but it is not practical to be used for starting, like the M809 trucks. Priming after a fuel filter change, yes, but you need soldier B to pump it if you want it to behave like the M809 trucks, and even then, it won't be spraying fuel past a glow plug.

There is no glowplug in the M939 trucks. The M809 trucks, which use the same basic engine, have a glowplug and primer pump to use for cold starts. But, for M939 trucks there are neither, hence the ether start feature.

Congratulations! Well, GL is usually (at least partially) responsible for the driveshaft and body dents, but not the cut wires or disassembly. That is all military. Looks like a nice project.
Four batteries makes a HUGE difference in cranking speed when cold. With these monsters, cranking speed is what you need.
Also, are you giving it any throttle when cranking? I've found some of them like it and some don't. The cold start instructions say give it some throttle, but I've seen them...
You should not need it on an M813, if you follow the cold start procedure. The glowplug and primer work wonders.
But, if you do use it, spray it into the intake mushroom for just a second, then jump in and start it. Don't use the glowplug...
It was serial #300002, not #300003. It was a very early production truck, in fact it might have been the first or second one built. The early trucks in all of the factory photos all rolled of the line with 4-color camo. The stamped plate is interesting. This might have been the second production...
