Stratified: beds or layers. The formation of liquid layers. That does not happen to the electrolyte in a lead/acid wet cell battery. Unless the electrolyte is frozen, or cell is under heavy discharge, it is uniform throughout.

Suggest checking out the amendment first. In my state, they stick stuff that cannot pass on its own onto something popular. Maybe Georgia is different. Perhaps the amendment has support and could grease the wheels. Lobbyist should know.

Along with a good lobbyist, voters showing support means a lot. Georgia has I believe 56 senators, but 180 representatives! When the time comes, have to work 3 times as hard to properly contact all 180 house members and let them know a lot of voters support the bill.
