Jeeze, you're doing it right, but you seem to have a real stubborn one! I've never needed to add any heat and do it a similar way.
Only difference is I made a small block of 1/2" tool steel with a 1/2" fine thread hole in the center and 2 holes for the grade 8 bolts, but otherwise same concept...

Agreed on all facets... Its back to vibrating excessively ( not due to excessive RPM ).... the governor seems very slow to react and the engine also seems a little slow to respond to changes in throttle position as well.

There's dozens of other additives available, but another SS member had once posted the results of an independent test that showed the Optilube had the highest lubricity of treated fuel, where as adding Marvel mystery oil to it actually decreased lubricity somehow!

It seems like now the throttle isn't bouncing all over the place like before, but for some reason the throttle is very slow to react.
The other issue I see is that the Governor arm is not attempting to increase fuel flow when you push the lever down.

The injectors can be disassembled and cleaned. One test would be to remove the injectors and turn the hard lines off to the side and reattach the injectors.
Crank the motor and look at the spray patterns. there should be 4 fine sprays coming out radially from the tip of the injector.

I'd agree with LITD that you could have a slight leak in 1 of the injectors or possibly also could be a leak in one of the metering pumps allowing a little fuel to drain back creating an air pocket in the injector line.

See the brass strip vertically near the bottom right corner of the terminal lug board, that strip is bonding neutral to ground in that picture.

I just did a head gasket on a 005 2 weeks ago. I had the gasket kit sitting around for well over a year, but if I recall, I got it on ebay.
Mine was seeping a little coolant out of the Exhaust side of the head gasket.

Here's a link to the thread I was thinking about. It explains the purpose of that pin as far as holding the governor flyball housing from rotating.
If the cover rotates, it won't push out properly as RPM's rise and therefore will not press down on the Governor linkage properly...
