Wright Patt AFB in Dayton is not really that far. I took my deuce out to pick up 2 trailers.
You could find something buy it yourself and see if another member can get it off base for you until you can get it. Same with having someone preview something.
Here is thread to help with shows in Ohio, most take place the same time each year

Just looking at that one pic, all I can say is that is not a LARC. the LARC does not have a loading ramp on it, would venture a guess that it is a BARC.
I know of PD's who have tracked armor, this would make it nice to have if the vehicle needed loaded when it died out in the field. As to this selling for so much I would never pay that much for one.
My advice, don't jump on the first truck you see. Look around there are plenty to be had. Go look at this one take pics of everything and post back here so we can spot any issues.
My old unit got rid of our A1's in 1996. so it would fit.
Side story... The M16A2 I Used in basic followed me to my NG unit. When we got issued our "new" rifles, we had to give our SN for the rifle. I saw the number, handed it to the armor and had him verify it as I read it. he asked how I knew...
If you can do basic maintenance then you have a good start, these trucks are meant to be repaired by simple maint. Yes the TM's are good, but I spend hours on hours here reading posts and looking at the pics people post as well as the TM's.
I am sure you can find someone to show you repairs...
I see things would slow down but not stop completely. If they do start doing the 2 days off a pay period, it would slow down everything. The Sf97's would take a few extra days, pickups would gain a couple extra days as the contractors would not be on location.
I can't see them stop selling...
