How long was it idling before you tried to shift it?
I'm wondering if it's just got air trapped in the circuits and you haven't worked it out yet to build fluid pressure.
The depot level of maintenance is always to replace the parts that don't work right. It's never to fix the problem with the components. Find the TM for the transmission and you should have the proper troubleshooting steps.

You'd do better to remove that power factor correction module and bump your breaker up 10% over the peak current - look up de-rating for welders in the NEC. Those caps leak current across their poles and you might be upset when you see your electric bill.
