    Yes, the ignition switch sends power to the ignition. Unlike a modern car, however, it does not have a "start" position. You use the foot pedal for that.

    This PDF file should help. As you may already have discovered, you can't turn the upper lever on unless you are holding the lower right lever in the unlock position. (You can turn the lights back off without holding the lock lever.)

    Having used it on my stock M37 lock ring rims, I can tell you that they work very well. This was my first time changing this style of rim, and I had no problems with the 5 of them. (it did help that I had someone experienced in changing them giving me pointers).
