The vehicles could be coming from a manufacturer, a rebuild facility or storage. It could also be a unit coming/going to a training area. Nothing sinister or hinky about large scale military vehicle movements.

If you slave the truck off and the batteries are stone dead you can kill the alternator. Remove the dead batteries and you can start the truck with two high CCA batteries to get it home and then charge the batteries and put them back in.
