I would imagine that producing your credit card receipts for on-road diesel would be a compelling defense. Many years ago, when I was just a lad, a grizzled OTR trucker advised me to keep a log book with dates and mileage and every fuel receipt for the diesel fuel I purchased. In those days...
For me, it was like this: I started on the highway driving the speed I thought I should drive (50 mph). But the truck wanted to do 55. It tells you, pretty clearly.
Good point. However, I did not fill up again until the truck had been sitting for quite a while, and then the station was only 4 miles away, so I doubt that the temp of the fuel in the tank was other than ambient.
It almost sounded like this was an opportunistic crime. Have you checked nearby fields/forests, whatever in case the report of the Jeep on the interstate was in error, and they simply stashed it somewhere?

Don't be hesitant to work with metal -- but work with good metal, not Harry Homeowner stuff from Ace or HD. Threaded rod is not going to cut it. Not strong enough, will crack where it is bent to a sharp radius, and will deflect like all get out anyway.
If you want to chemically take care of it, get a POR motorcycle tank repair kit. It works perfectly.
If you want to weld it, run diesel exhaust into the can. There will be no oxygen and you can use any type of open flame around it (US Army trick).
If you decide to bob with one rear axle, maybe keep the dual tires. There have been a few photos of trucks built like that here on the forum, and they do not look bad at all.
