    I agree with bighorn and action. Hard starting is almost always due to glow plug issues. And the cold start advance doesn't care what the ambient temperature is.     No-Start Condition

    I would check ALL the glow plugs with a meter. If only 2or3 have failed,your truck won't start or in the very least,be difacult to start. Also,an 8 second cycle time seems short. Cycling too quick will not allow the plugs to warm the chamber for starting.

    storing my humvee for 3 months

    Topping off the tank has as much to do with keeping moisture (condensation)out of the entire fuel system as it does tank corrosion. Top off the tank and disconnect the batteries. That's what I do for all my "toys" every winter. Never had a problem.

    Hmmwv won't start

    Start with changing the glow plugs. And DON'T use starting fluid again! Likely 2 or 3 were bad before,but they could start it in warmer weather. Now it's cold. Starting fluid more than likely finished them off.

    fuel filter change

    What Gordon said. Mine wasn't leaking,but the piston had become corroded due to water accumulating in the valley because the drain hole was plugged. But it caused poor performance/ low power. Rebuild cost $ 425. Runs great now.
