The Vehicle Identification Number can be compared to Social Security Number, they are issued once and don't repeat. Unless your a special SS member I know...LOL
To be truthful you can have multiple part numbers listed under a single NSN. Part Numbers usually are different between manufactures.
In fact the NSN is comprised of two numbers in and of itself the FSN (Federal Stock Number) and the NIN (National Identification Number).
Towing doubles is legal in all 50 states however there are defining laws, IE 28' single axle trailers on a two axle tractor utilizing a dolly. Additionally many states have LCV "long combination vehicle" requirements. This includes B-trains, Dakota doubles, rocky mountain doubles, triples...
