He's already replaced the tensioner. However, it is entirely possible that it could have been bad right out of the box.

For what it's worth, mine starts extremely fast and it also does not have a fuel filter inside the fender. Starts in maybe 1 turn of the engine. When it's really cold it starts the same way, but does chug a bit at first.. Sometimes makes the smoke rings too :) I usually throttle it up a little...
