149's have a cradle type frame to accommodate the tank and lower center of gravity. Older series like the m107 have a straight frame like a m103/105.
Infrequently an empty 149 frame will be listed. More frequently will be tanks by themselves.

empty I think you will squeak under the 3000lb most states use to require brakes. Not sure if tank is fiberglass, steel, or aluminum as all 3 out there,
Any amount of water will make you very un safe without brakes.
Insanely difficult steering,? Does that mean the wheel is hard to turn?
Do you have any hydraulic winches?
Hydroboost typically when bad will give you a hard pedal with no assist.

Do your research as many thoughts/opinions on what does or does not go on it.

I had to change one due to rusted out flanges cracked at the exhaust manifold. My recommendation if the pipe is good otherwise, cut that critter off and be done with it.
The job in not crazy stupid but no walk in the park either aligning the exhaust with the muffler and access to the exhaust...
Plate is to mount the upgraded gm style scissors jack under the hood on the passenger side. There is a black plastic cover that goes over it.
I have pics and a write up on Juan's m998
I looked at 100 m1097's in Mobile and all most all had the plate thrown in the bed with few covers and lots of...
