I think the whole cv axle industry aftermarket has gone new joining rebuilt fuel pumps, water pumps, automotive drum brake shoes etc into a thing of the past.

Looks like it could be an antenna tower ontop of the fender. They sometimes have a reinforcement plate for the fender underneath the tower. They can be towers on either side or both.
That does not explain the holes on the side and does not look like the right pattern for a fording exhaust...
Correct, not the set up seen with these ususally but anything is possible.

The hose I suspect is nothing more than being used as a cable guard/protector. Follow it along the rest of its path and report back (pic would be great) as I do not recall anything mechanical in that area requiring a hose.
