My guess is the led anti flick gizmos were not 24v? Are the lights 24v? Charging should be 27.8 -28.4 Load test each battery first after checking voltage and charging if needed. Start with basics.

The loaner / rental steering wheel puller from O'reillys does the job and has the correct 1/4 bolts. My wire had a little slack and easy to snap the horn button stem to the wire. Not aware there was a different style button. My original worked just fine. Pictures of the puller and my install on...

The harness is common across many trailer platforms not just m116. It comes with the extra wire I can think to power dome light. In the tm section. I uploaded a document with all the wire numbers as they are a universal numbering system on all military tactical equipment.
