I'm skeptical that a pulley being 1/16" off is causing a strum. A tractor grass deck rolls 90 degree turns without issues. V belts are pretty resilient to misaligent.
If I am guessing here it is just low rpm harmonics combined with a long distance on the non tension side of the belt returning...

Right but your get what you pay for. I guarantee that tire has about as much traction as an old non directional military tire. Plus it's bias ply so you will never have a good ride.

I wouldn't spend a dime on a bias ply.
Plenty of reasonably priced alternatives and you can always go with a retread if money is that big of a concern.
$270 will get you a 315/75/16 Duratrac and I like mine. You could go for retread for under $200.

I am no NV4500 expert but that is internal noise and definitely not the throwout.
My guess is input or countershaft bearing. I do know and also was stated that the NV4500 is a noisy girl.

My first step would be to junk the TH400 for something like a 4L80 if you want to stay auto or have a desire to keep up with everyone else on the road.

It sounds like maybe your heater core is plugged because my stock M1031 heater will melt you out of the cab once the engine is warm.
I'd consider back flushing it with a hose before moving forward.

Look, I'm not trying to troll your thread. In think you missed my point. You're investing money into an old underperforming plastform with questionable reliabilty.
I'm advocating that upgrading it to overdrive, turbo, etc. is wasting money because a better option exists. It's buy once cry once...

The gear vendors unit still utilizes an although strong but pretty useless stock TH400. Tall first gear, power sucking non-lockup converter, and no OD. So $3k plus driveshaft refit, you could do a really nice 6.0 swap for that money using all OEM stuff.
