The resistance spec for the MEP-803A Quad winding is only 0.9053 to 1.224 ohms. When measured with a common DMM it's will appear to be be shorted. Common DMM's don't measure really low resistances well.

S14 is the oddball Frequency Trip Switch (of which you have 2 heading your way)
To my knowledge there were two different manufacturers of the Frequency Switch S14. The internals look slightly different but do the same function.
The Aux Fuel Pump operation does not rely on the fuel level sender for the fuel gauge. It is controlled by a separate float switch in the fuel tank.
Simple, just buy a bridge rectifier rated at 400 PRV and use 3 out of 4 of its terminals. Use the + and the two AC input terminals. Plus terminal to L2 and two AC terminals to the other inputs.
