You have a few problems from what I can see in your pictures.
The first BIG one is the black knob on the front of the mechanical governor plate is in the STOP position.

Check to be sure you have the VR's lead labelled M7-I on the correct terminal on the back of M7.
The terminals usually have an "S" and and "I" embossed in the case of the meter.
