Make sure the wire from my VR labeled M7-I is on the correct terminal on the Oil Pressure Gauge.
It should be on the "I" terminal, not the "S" terminal.
Normally you can adjust the frequency a few Hz below 60. You'd need to post up a picture of the mechanical governor lever so we can see if it's a cable problem or an adjustment issue with the mechanical governor stops. Normally the stops are set at the factory and don't need adjusting.

When you start the generator and hold S1 in START is the correct AC voltage displayed on the generators AC Voltmeter? What voltage does it read?
Once you release S1 back to Prime/Run does the AC voltage displayed on the generators AC Voltmeter drop? What voltage does it read?
Did you hook my VR's wire back up to K15-1?
Frequency is set by adjusting the Frequency Adjust throttle cable located on the far left as you're facing the control panel. Recessed black knob. unlocking the knob and turning it will adjust the frequency (engine RPM).
If you had 24 volts at both K16-A and K16-B with S1 in Prime/Run and the engine was NOT running then it points to a possible issue with S14.
S14 is on the far left of the row of relays.
S14 is suppose to switch K16-B to ground causing K16 to pull in with S1 in Prime/Run and the engine was NOT...
When I gave the directions on things to probe you weren't suppose to put S1 in START, only to the Prime/Run position.

OK, need to determine why K16 isn't pulling in when it should.
Here is the numbering of the terminals on the individual relay sockets. It shows K16 but it's the same for all of the sockets.
Terminals 4,5 & 6 are closest to the front panel on the lower row of the socket.

K16 has to pull in for the starter circuit to be enabled. Since it's not pulling the starter isn't going to work.
Does K12 pull in with S1 in Prime/Run?
You indicated that the fuel pump runs with S1 in Prime/Run so S10 is not the issue.
Do this with Dead Crank in NORMAL, Emergency Off Button Pulled Out and Battle Short OFF

When you say it "won't start" do you mean the starter doesn't engage and turn the engine over or do you mean the starter turns the engine over but it wont fire?

Make sure the Emergency Off Button is pulled out
Make sure CB1 isn't tripped
Make sure Battleshort is OFF
Does the fuel punp run with S1 in Prime/Run?
Do the panel illumination lamps work?
Installing the VR should have no affect on starting. The two wires you connect to M7 and K15 would not affect the starter motor from operating. Those two connections just pick up 24 volts and ground for the VR operation. I'll noodle on it though.
