Since it's harder to check with the wires hooked up, find the hot wire, make sure that one is plugged into the horn. You should still see 24V on the other horn wire because as pointed out above, the horn button is just a ground.

my first thought would be check your local area and see if there are any starter rebuild shops nearby. It's usually a lot cheaper to rebuild rather than replace, but not always.

it's been long enough now that DEX VI is probably safe enough, as it being used in automatic transmissions is one of the few things they haven't had to repair in the 16+ years it's been in widespread use (at least that I've heard of)

Yes, bouncing on V-belts is perfectly normal, within reason.
If it's bouncing enough that it's coming into contact with other things like radiator hoses, or you can hear squealing from slippage, then it's too loose.
