No, that engine is beyond the use of penetrating oils or quick fix remedies. I think when you pull the oil pan you will quickly find the binding bearings. I have been there on several CUCV vehicles I bought and repaired.
You can get that clamp. I put it on. I am not a magician. And looking at the picture of the line it appears to be a curved hose. A small ratchet with a 1/4" socket and you got this. If not take the hose off on the top side and add a short piece of 3/8" hose and siphon it from there. Report back.

I advise against the chalk lines. I done this one time and I had chalk lines show thru on the edges. If over spray don't matter use a picture and do your best. I painted many things and only did the chalk 1 time with less than favorable results. Not my truck, do as you wish. Have a Great Day.

The Dorman oil cooler lines are not the aluminum cooler lines that run across the radiator. The oil cooler lines are from the aluminum radiator cross over lines to the left rear of the engine above the oil filter. Good Luck. The aluminum cross over line can be hard to find.

When it is cranking loosen the nozzle nuts and unplug or remove the glow plugs. See if you are getting fuel to the delivery nozzles. With the glow plugs out the engine will spin over quicker and bleed any air out you have. Also bench test the glow plugs. Eliminate all possible issues. But if it...
