Yes, it's a 18" wheel. There is a seller on the big "E" that has 2 or 3 NOS original style wheels at a good price. All they are is standard 5 ton 18" steering wheels.
I would start with the main light switch, they have an internal circuit breaker that may be bad. Also check the harness connector to make sure you have power to the switch.

They made two different styles of engine covers, the squared style is aluminum and the rounded style is stamped steel. The steel type is reported to be the later issue but I can't confirm that.
