The quick attachment of the dump body is interesting. A friend of mine used to own a dump truck that could be converted to a tractor in a weekend. They would use it as a tractor when there was not a lot of dump work.

The 24 volt bulbs are commonly available at semi truck parts houses. Some older trucks and construction equipment is 24 volt.

With a fresh air drier I have never had any water in my tanks. Just remember to not use alcohol injection with a air drier

There are DOT approved drains that have a cable attached do that you can drain the tanks without crawling under the truck.

The spring brake diaphragm uses air pressure to release the brakes. If they are torn you will have to cage the brakes just to move the truck unless the brakes are out of adjustment.
You need to cage the spring brake to replace the service diaphragm. Even caged they are extremely dangerous...
I have not been able to even find a exemption for historic to scale.
California law is clear that a three axle vehicle over 6,000 lbs can not be driven with a class c. A class B CDL is even required to drive a pinzgauer.
If your going to do it you might as well get the class a with the endorsements except passenger and hazmat.

I have never seen one that is a step deck. Everyone I have seen is just a goose neck and no deck. You would have to build a deck which would add more weight to an already heavy trailer
