I am about 100% sure all 800 series trucks came factory with mechanical oil pressure gauges,so unless your gauge itself is the culprit,most likely that is the correct oil pressure.
It has been a while,but I think that is about where my 816 kept the pressure at while operating.
Given that the outriggers are an intregral part of the outer frame of the wrecker bed,you would lose the outriggers as well as the basic structural integrity of the wrecker bed itself.
The boom base plate does sit directly on the truck frame,it is attached to the frame by large U bolts.
